The Development and Implementation of the Education Policy Should be Based on Surveys and Statistical Data: A. Anapiosyan

Today, the National Center of Educational Technologies has organized a two-day seminar where NCET’s activities, management systems, eTwinning project progress, as well as the secondary analysis of TIMMS international assessment are presented.  The RA Deputy Minister of Education and Science, Arevik Anapiosyan, has welcomed the participants and has noted, that today, the educational system does not properly use the numerous services available at NCET. “I think, this event is important in terms of informing us the opportunities we have, the ways we can expand them and use the entire database collected by NCET for the policy development and implementation. In terms of the policy development in education, I would like to emphasize the importance of NCET from two angles. First, working in education for many years, we have constantly voiced concern with our partners, the necessity of carrying out policy development and implementation in our country based on facts, surveys and statistical data. Therefore, if we can actually collect precision data from the start and analyze them we will consequently be able to change them into policy and decision-making. For instance, there are schools which lack teacher of subject matters. These data are out there somewhere but not found in the policy development. Hence, we must possess those data and analyze the different reasons why we do not have teachers at schools, why the children are denied their rights to education, and ergo develop and create solutions. Because some schools have not provided us with the much needed data, everyone’s input is crucial for gathering information. This lack of information may pose a problem because as of January, 1 schools will be funded according to the information they provide. And if the latter fail to add their information in the NCET database, the schools will actually face funding problem. The Ministry of Education, as a legal entity, expects schools to be supportive in doing their part for the much needed reforms in education”, Arevik Anapiosyan has added, wishing the participants of the seminar productive discussions. During the seminar, topics on education management information structures, ICT content, distance learning, as well as the European eTwinning and National projects of school cooperation, TIMSS analysis results, – 2003-2015 data secondary and ICT 2014-2018 application sociological survey, have been raised.
