Tempus is the European Union’s finished programme which supported the modernisation of higher education in the EU’s neighborhood area. It promoted institutional cooperation between European Union and Partner Countries and focused on the reform and modernisation of higher education systems in the Partner Countries. In Armenia Tempus functioned from 1995 to 2014, supporting projects aiming to restructure and develop curricula and teaching materials, upgrade teaching facilities, and/or improve university administration in higher education institutions.

Erasmus+ is the new EU programme which aims to support actions in the fields of Education, Training, Youth and Sport for the period 2014-2020. It replaces and brings together seven existing programmes, including Tempus and Erasmus Mundus. In order to achieve its objectives, Erasmus+ Programme implements the following 3 Key Actions (KA) and other activities:

International Credit Mobility & Erasmus Mundus Joint Master Degrees (KA1)
Capacity Building in Higher Education (KA2) 
Support for policy reform/Higher Education Reform Experts (KA3)
Jean Monnet Activities 

From 6 countries Eastern Partnership Armenia ranks 3rd in figures on Erasmus+ KA1 Mobility (following Ukraine and Georgia). The number of Armenian Higher Education Institutions (HEIs) involved in KA1 Mobility projects has almost doubled from 15 (in 2015) to 28 (in 2017). Overall 307 ICM applications with Armenian HEIs were submitted since 2015, out of which 211 projects were selected for funding, thus reaching a success rate of 69%.

1901 participants (1323 of which from Armenia to EU and 578 from EU to Armenia) were/will be awarded scholarships/travel grants (in total 6 677 000 EUR) to participate in Erasmus+ KA1 till the end of 2018. In the light of cooperation with 28 European country HEIs, the majority of mobility projects are with Polish, Spanish and Italian universities, which are the most favorite destinations for Armenian students and university staff.

16 Erasmus+ KA2 Capacity Building in Higher Education (CBHE) Projects are ongoing in Armenia. 5 of them are coordinated by Armenian Universities. The Ministry of Education and Science is involved in 7 KA2 projects (see the list below).
