“Social Problems Should Not Suppress the Effective Implementation of Educational Policy”, Arayik Harutyunyan

After the opening session of the second forum of the CIS scientists, the Minister of Education and Science, answering to the questions of the journalists, spoke about a number of issues, in particular, the necessity of unification and magnification in order to increase the efficiency in the scientific and higher educational system. Mentioning the worrisome statistics about the age of the scientists, Arayik Harutyunyan noted that we have two age groups: up to 35 and older than 60. “We have a huge decline among middle aged scientists. In order to amplify the involvement of this age group scientists, the government is developing programs, but we should also understand and objectively estimate the scientific potential which we have. Do we use our opportunities effectively and don’t we have any problems in the system which haven’t been solved so far based on social obligations? The Ministry of Education and Science is responsible for educational policy and social problems that should not suppress its effectiveness.”, said Arayik Harutyunyan. According to the Minister, the issue of unification of the Bills “About Higher Education” and “About Science and Scientific Research Activity” is being discussed and in this context the issues of academic institutions as well as expansion and unification of universities are being studied. As the Minister mentioned, due to such steps additional resources will be emerged in the system which will be involved in the development of science which will promote the involvement of middle-aged scientists. “The discussions are underway now, and as soon as we have final approaches, the results will be announced. Certainly, all these issues will be discussed also with National Academy of Science. The problem is to provide a close cooperation between universities and academic institutions. For instance, the resources of some academic institutions are used by different chairs of the Russian-Armenian University; they serve as laboratories for each other. This is a very good experience of cooperation and I think that other universities should also make use of this model", said Arayik Harutyunyan.
